Mail users are similar to mail contacts. ... However, unlike a mail contact, a mail user has logon credentials in your Exchange or Office 365 organization and can access resources.

A contact does not have an email address or other Exchange attributes. A mailcontact does.

You change a contact into a mailcontact with Enable-MailContact. You change a mailcontact into a contact with Disable-MailContact.
