Azure vm (Windows 2016) extra user  licenses

Hi

On my Azure VM (Windows 2016) two users can connect at once.

Will Windows Server 2016 Remote Desktop Services user licenses enable more users to connect?
If so, how would I assign this license to my Azure VM?

An RD license server offers RD licenses to an RD session host server.

You should be able to install the RD license server on the RD session host server (at least you used to be able to do so, it's been several years since I tried).

Wrong CAL's (in your link) you also need RDS CALS in addition to the link you specified.
Server CALS are just a piece of paper (don't lose it)
RDS CALS are installed into the RDS License Server (which can be anywhere on the network)
By User or By Device (this is something you have to be aware of as it can drastically affect your cost)
If you have more users than devices select by device CALS and the converse is also true.
i.e. 300 users working 24/7 3 shifts 100 users per shift use 100 device cals
100 users using laptop/tablet/desktop/home computer use user CAL's
