Brocade 5100 switch not starting up

We have Brocade 5100 switch which is failign to boot and all the ports on the switch are yellow.
I conected the console cable to the switch and saw the following output:-
The system is coming up, please wait...

After this there is no more output on the console.
I looked at on of the Brocade SAN Health software reports and it showed a failed power supply fan.
We had a power failure due to which this switch got shutdown and has been in the above stated status since then.
Will it be the failed power supply causing this?
Is there a way to be 100% sure that this power supply is the cause of switch not booting up as then we can buy the power supply.
What else can cause this and what else can be checked in current status?

Here is the document that tells you how to identify the failure and replace it:
https://docs.oracle.com/cd/E19755-01/en/53_1000856_02_Power_Fan_FRU/53_1000856_02_Power_Fan_FRU.pdf
You should search for the FRU number or part number which ought to be on the failed unit.

Thanks Davis.
But I am not sure if the power supply is the issue.
The LED behind both the power supplies is green.
But if I power off both the power supplies and then only power on 1 from the switch on the power supplies then the other one also starts showing a green LED, although the switch on it is in off position. Is this normal?

Also, the boot process is not  complaining about the power supply.
It just stalls.
Could it be a issue of it not finding a OS image?
The fan which you said was the error given is inside the power supply.  Can you see both fans with a flashlight maybe to verify they are spinning?
Otherwise, I'd suspect a communication problem between the power supplies and the main unit.  Have you reseated both of them?
