how to access shared exchange calendar on ios
I have a client who's email system is hosted exchange 2013. A user has created a shared calendar and all the staff are able to access the calendar via outlook on their Pcs.
But how do users with iPhones access this shared calendar on their phones.
I have see some articles which suggests the initial invite to view the shared calendar has a .ics link at the bottom which can be used to subscribe to the calendar.
The invitation is created via Outlook 2007 and there is no .ics link.
What is the best way of giving iPhones access?

You can't access shared calendars through the built-in mail app in iOS, but you can if you use Outlook for iOS - https://www.microsoft.com/en-us/microsoft-365/blog/2017/10/09/outlook-ios-android-adding-requested-calendar-features/

ok this looks promising, but will this shared calendar access work with hosted exchange.
It mentions office365 and outlook.com but nothing else.

I just installed the Outlook app on my phone and the shared calendar still does not work. We have a locally hosted Exchange.
I believe there are some third party apps out there that may help with this, but then you're having to buy and install apps on every phone, which complicates using them. And if your users are like my users, they barely know how to use email to begin with.

Is there any way to publish the calendar using a URL with .ics ? Would that allow read only access to the calendar ?

Well now you are asking a totally different question...
With Office 365 I know you can, as for your hosted exchange you will need to have OWA (web based email) setup first, then you can share it from there and it will give you an URL to use. Here's a guide - https://kb.intermedia.net/Article/2530
