Pc stuck on windows 7 loading screen
Currently trying startup repair
It took around 10 minutes just to enter startup repair
The pc was taking extremely long to load
What should I do ?

If you can do anything in the desktop screen, you might be able to do a Repair Install. You need the Windows 7 DVD or a working Recovery partition.

Is there any software I can boot into that can at least give me access to the files on the drive so I can copy it on to an external drive ?
At this point, easiest to put the drive in a USB carrier, mount that on a working machine and recover the files.
Even if you manage to boot the problem machine in some way (doubtful) you would have to get the files on a USB hard drive, so just use a carrier as described.
