Hi Sword12,
You need to have Office365 subscription to have Skype Hybrid.

So we have no way to let our local users to have conferences with office 365 users

If no way

Can we buy only 1 or 2 office 365 in order to use them for hybrid configuration

Can you advice me what I can do to meet this target without spending a lot of money
You can buy as per your budget and configure hybrid.
if you are on-premises skype for business user, you should able to interact with another skype for business user provided you have a "EDGE server" Or Federation setup.

do you have external federation setup on your on-premises environment?
I have SFB Edge server.

-->do you have external federation setup on your on-premises environment?
Yes

Yes we have edge servers and reverse proxy server

And our users can use their devices from outside our network to talk

Plus they can generate url from outlook and send it to anyone to join the meeting via web browser

My point we have some external company we work with they have office 365 with Skype and they want to use their Skype client to search for our users which they have on premise Skype

So how can I offer them ability to to use their Skype for business client to search and make conferences with our users
By default, you cannot allow other company to search your own list . (or vice versa)

but if you know the 3rd party email address, then user can communicate (voice or conf) with them (unless you have a close federation)

Search capability = NO, regardless you are on-premise s4b or o365 s4b online
talk, conf, and etc with external user = YES
If you want to make them able to search you, the easiest way is to export your address book (displayname, emailaddress, sip address, title and etc) and send to 3rd party so they can add these into their AD as contact.

I personally don't like this because it is very administrative; you can use 3rd party GALSync tool so you two share the contact.

This way, you can search their email address.

Hi Jian
thank you for your information

let me tell you what we need maybe you can advise me
we have on-premise skype for business exactly like the attachment file
so we have edge server for external access and reverse proxy for mobile devices

now our users can make full conferencing internally and external for all users in our domain and if they want to have confidence calls with third party users they generate a URL from outlook and send it to the third party user to let them join the meeting

my question for this configuration what we can do in order to meet this requirement

1-      our users want to talk to third-party users but they have skype for business from office 365
2-      our users want to talk with users who have free skype but we don’t want to allow that free skype user or even office 365 users to search in our catalog and see our usernames or status

it is just for security reason we don’t want any free skype user or office 365 user to search  for my name for example and can see my email and my status etc we need to communicate with third-party users but we don’t want anyone to search in our AD names etc

so do you think I can do this configuration with some extra steps to reach this target and what about office 365 users also

https://blogs.technet.microsoft.com/canitpro/2015/11/09/step-by-step-skype-connectivity-configuration-with-on-premise-skype-for-business-2015/

as I said right now we do have active integration with free skype catalog plus
enable communication with public users
  or
enable communication with federated users in SFB control panel

another point for third-party users who has no skype client then the only way to talk with them it is to generate a URL from outlook and send it to them to join via internet browser right ? or not

not enabled in SFB control panel
kindly advice

HI MAS

i know this i just mentioned this in my previous comment

my question for this configuration what we can do in order to meet this requirement

1-      our users want to talk to third-party users but they have skype for business from office 365
2-      our users want to talk with users who have free skype but we don’t want to allow that free skype user or even office 365 users to search in our catalog and see our usernames or status

i mean if we can use skype for business client to do this not via outlook
You have an option to add contact not in your Organization in your Skype Client. Both Skype and Skype for Business Users which is not in your organization.
