Cannot enable ICS on Windows 10 - Access is Denied

Windows 10 Pro ICS "Access Denied"

I am trying to enable ICS on my wifi adapter so I can run a WiFi Pineapple.  I can get to the sharing tab, select to enable ICS and the network I want to share with it, but when I click ok it tells me:

An error occurred while Internet Connection Sharing was being enabled. Access is denied.

I've completely disabled all AntiVirus software (Cylance, Malware Bytes, and Defender).
I've made sure all the necessary services are running:
Application Layer Gateway Service
Network Connections
Network Location Awareness (NLA)
Plug And Play
Remote Access Auto Connection Manager
Remote Access Connection Manager
Remote Procedure Call (RPC)
Telephony

I've followed the steps from this page:

I've reset TCPIP stack.
I've disabled services in the adapter properties (IPV6, PCap, etc.) so just the bare services are running (IPV4, Microsoft Networking, etc.).

Nothing I do works. I've tried it on an external wifi adapter as well, no luck.

This is not a domain computer, so there is no group policy issues.

Any help would be appreciated.

An inplace upgrade could be tried.

I'm not sure what you mean by that. Inplace upgrade of what exactly?
Start Windows setup within Windows.
That makes absolutely no sense.
https://www.tenforums.com/tutorials/16397-repair-install-windows-10-place-upgrade.html describes the process. Same for server OS'. It repairs while keeping files and programs and settings.
The files aren't corrupt, this is not a solution. I've also tested it on another laptop with the same results. It's either a local policy issue or something else security related.

You took me in the right direction so I'm giving you the award -

My personal laptop I had setup Microsoft Outlook to connect to our company's Office 365 account – and in doing so it applied the Azure AD settings from the company domain – which over-road my settings since the GPO was then applied. Apparently when I added it the system dynamically applied the company's  security to the entire system and added it to the Azure AD, which I didn’t expect.  So, all I did was create a different local admin account, removed my account from our Azure AD in Settings/Accounts/Work or school/ and disconnected the account me@company.com, rebooted and voila!

I figured this out because my system was in WORKGROUP mode and I decided to see if I connected it to my home AD domain if that would then let me change GPO and allow it – however when attempting to do so, it told me that I couldn’t until I removed if from the Azure AD domain.
