Windows 2008 - Services not starting

Windows 2008 sp2 (Standard) x64 - Services not starting " services hang on "
this windows include exchange server 2007 .

Reporting Server Error 1053: The service did not respond to the start or control request in a timely fashion
-When I reboot, it waits a long time for "shutting down group policy client service", then takes a long time "stopping services".
-When I boot, it waits a long time for "Starting group policy client service", then takes a long time "Starting services".

My steps to Fix this error "
-first removed ether net cable to pass login status and pass screen " applying group policy client service "
-Windows 2008 (Standard) x64 - Services running with safe mode , but not with clean mode  i tried disabling non-MS services and startup applications, but to not working
-i tried to  put "ServicesPipeTimeout" to 60000 but also services not running
-i have run check desk .

still status Services not starting " services hang on "

What is the service? What are its dependencies? Does this service have its own log files, what is reported there.

Since this is a server, testing boot..
How many gpos do you have that gave to be processed?

Sysinternals process explorer has boot debugging option.

Most of services not running , when i start any service it show the same Error 1053: The service did not respond to the start or control request in a timely fashion.
all features look like disabled , but running with safe mode
what other errors, check gpos to make sure there is no errand GPO that sets which services shoukd start.

What functions, roles, applications do you have installed: anti-virus, Internet security, application control ..... You would need to check whether a third par you gave installed is what locks it down.

nothing ..
What do you mean? Is this  a windows 2008 server that has nothing installed on it?
You are saying there is an exchange server installed, is it a DC or a member server?

I am unclear what the environment
In addition to answering Arnold's questions clearly, try running a Repair Install from the Server 2008 DVD.  You seem to have a large number of errors.
Member server
include Exchange Server kaspersky Antivirus and POP manager program
I have not install any new software long time ago ..
but last weeks some view got freezing and not show only after reboot as " Disk Management View " ,, so last reboot I got Services Hang on
Try the repair install to fix the issues.
potentially only kaspersky might be trying to scan and prevents the startup of services beyond the timeout/response period

Check the kaspersky logs to see whether it is .....

The Same Problem Back at the morning after recovering step with these event error's :

1-netlogon service

This computer was not able to set up a secure session with a domain controller in domain XXXXXX due to the following:
There are currently no logon servers available to service the logon request.
This may lead to authentication problems. Make sure that this computer is connected to the network. If the problem persists, please contact your domain administrator.  

ADDITIONAL INFO
If this computer is a domain controller for the specified domain, it sets up the secure session to the primary domain controller emulator in the specified domain. Otherwise, this computer sets up the secure session to any domain controller in the specified domain.

What are the roles of this system besides exchange, is it a DC, you may need to run a D4 burflags if this is the only DC in the environment.

A full picture and answer to prior questions are needed.

Look at the event log to see what is going on.
Please try Repair Install as suggested and see if that works.  

If you have enough errors, you may need to back up and reinstall.
