Processes for transferring 5 AD FSMO roles to new Server 2016 domain controllers

How can the 5 FSMP roles of

Schema Master
Domain naming Master
Infrastructure Master
Relative ID (RID) Master
PDC Emulator

be transferred to new Server 2016 domain controllers?

Can these roles all be transferred using Active Directory Sites and Services or do other utilities or PowerShell commands need to be run to transfer these roles?

Yes as long as your have your domain and forest functional level at a minimum of 2008.

If this is the case you can add your new 2016 server promote it to a DC.  
Wait a few days and validate that replication is working as it is supposed to.

If that is all good you can transfer all FSMO roles. This link is for 2008, but it is true for all levels.
