To clear the cache of Safari you can go to the Settings app of your iPhone, then Safari, and there's a button to Clear History and Website Data. To clear out specific websites instead of the entire Safari cache (which will get rid of all your cookies), you can go to Advanced -> Website Data -> Edit.
For other apps you'll have to look for them under Settings, select the app, and see what options you have for removing cached data. Another option if you are primarily looking at freeing up space on your phone, would be to go to Settings -> General -> iPhone Storage. You can see what apps are taking up the most space, and then delete those apps and re-install them to free up some data.
