Windows settings: How to set a "view" to "list view" on all folders/directories permanently in Windows 8.1?

Almost every time I'm entering a directory on windows 8.1, I have to set the "view" again to "list", which is my preference.
I couldn't find any solution when looking up for the right setting on the PC. I also didn't find anything about that issue when searching for it online.

The Windows Explorer changes view from time to time, especially if adding new folders.

The only way I have found that works like Explorer but retains its views until and unless you change it is xPlorer2 (zabkat.com). I have been using this for years and would not be without it. I am running xPlorer2 now on Windows 10 V1803. It runs in Windows 8 and Windows 7.
