Touch monitor strange behavior

On my Dell 24' touch monitor the cursor jumps horizontally when I touch the screen.
The electricity is connected to converter from 24v to 220v. I have tried to connect the monitor to my
laptop and my desktop but it works the same way on both computers.
All other equipment connected to the convertor like TV , PC and some navigation instrumnet works fine.
But when I connect the monitor to normal 220v outlet it works fine.

converter from 24v to 220v sounds like a bad ground.  Why are you using 24V and not Mains?

Because it is on a boat with 24v system
