Can Microsoft Volume licenses be reused?

We have used up all our Volume keys for Office Pro 2016.  However, we do not have some of the computers that we used it on.  Can some of the keys be reused?

Neither of those articles mentioned how to "reuse" a key.

We uninstall Office before installing on a new computer. Since you do not have the computers now, I think you have to call Microsoft Licensing Support to see if they can help you.

Activations do not equal Licenses

KMS activation is for 180 days and will automatically recycle after 180 days.
MAK: Each key has a set number of activations.  Once you go over that you contact MS and they add more activations.

Just echoing what David said - slightly differently.  KEYS are not licenses.  ACTIVATIONS are not licenses.  LICENSES *ARE* LICENSES.  Microsoft provides an initial number of activations, from what I've seen, often MANY more than the licenses.  If you exceed that number you contact Microsoft and request additional activations.  

Case in point - Microsoft EXPLICITLY allows you to use a SINGLE Volume License image of Windows on systems that ship with the same edition (Pro), but they only give you 50 Activations.  If you purchase 100 new machines you can EASILY go over that number (of course, then you should probably be using a KMS system, but there's no REQUIREMENT that you do (as far as I've ever heard)).
