Right as said before. To complete the process, copy the .cab file (about 100 MB in size) to the offline server and start Lpksetup.exe on it and direct the wizard that opens to that file to install it.

@Radhakrishna : We did the same steps on the server where we have internet but we didn't found any file under software distribution folder.

->did you make sure that the French language pack installed alright at the online server?
->when searching for the file, did you setup explorer so that it displays hidden and system files? You might need to.

I can think another cause could be the windows updates. What i suspect is that the server wouldn't have installed any updates since OS installation due to no internet ( Not sure whether you updated manually). This may be the reason why it's not searching the language packs. Do you have any WSUS server in place? if so, is that working fine and the machines are up-to-date?

Sorry, that does just work here, just tried it, has nothing to do with being up2date or not. Take an online 2016 server, open the regional settings and add another display language. It will ask you which to add. Add French and it will offer to download and install a language pack. You do just that and in c:\Windows\SoftwareDistribution\Download you will find a subfolder that holds a file "LP.cab" afterwards and that can be used to feed Lpksetup.exe with on the offline server. Done just that - it works.
