what connection staus does your PC outlook client show?  hold ctrl and right click on outlook icon in taskbar by clock - should bring up an extended menu with connection status as an option.  this would be where I would start.

outlook icon in system tray to be more specific.

I ran into an issue with agragated ports (etherchannel split between several switches stacked acting as core) to an exchange host causimg what sounds like similar issues.  a reboot (and eventual lifecycle) of the core switch stack serving the host resolved the problem I was seeing.
