Website 'tuning' and SEO
Since our website was redesigned a few months ago, we have totally 'dropped off the grid' when searching google, etc..... We are in dire need of someone who specializes in webdesign and implementing SEO. FoxReviewer lists recommendations and issues that need to be resolved. Our web developer is not available, so we need help! I can send you the FoxReviewer report if that will help in providing us with a bid.
Our webserver is hosted locally on a Server 2016 Standard box and integrates with our Server 2008 SQL server. I believe the webserver pulls data from our SQL server (which houses a proprietary application), and uses this data to offer up to our clients after logging in. So someone who also has knowledge of SQL programming, IIS and perhaps C++ would be beneficial. Thanking you in advance!

As Mal suggested, before you do anything else...
1) Ensure your site is actually verified.
This means... www + bare host, so https://www.foo.com + https://foo.com
2) Fix every single Google Search Console nag, no matter how small.
3) Do a Google search of site:foo.com to ensure your site links are making it all the way from your sitemap through the GoogleBot spider into the index.
All this you can do yourself, rather than hiring so called Experts.
4) After all Google Search Console nags fixed + search site:foo.com returns correct link count (should match Google Search Console indexed page count... roughly...) then proceed to other considerations for improving your SEO.

Mobile-friendlyness? Is your new website responsive to multiple view-ports AKA morphs for different resolutions via CSS?

Bad SEO?: Did your SEO expert/developer use "black hat" tactics like link farms (placing hundreds of links of your site somewhere), cloaking (duplicate or funnel sites like yours that link/redirect to your site), new phone numbers (to track callers), new domains, keyword spamming, or similar harmful strategies?
Dead Links?: Did your SEO expert/developer properly redirect all of your site's old links?
HTTPS?: Does your site have an up-to-date TLS/SSL certificate? Or is your site non-secure HTTP?

Google actively penalizes for not having a responsive website; namely due to a majority of web devices now being comprised of smartphones and tablets, opposed to desktops and laptops.

Another follow up question: can you view your site from http--your site address-- or does your site properly force https AKA redirect to https--your site address--?

For the HTML file upload method, usually Google will make you post the file in the folder that reflects your site's "public" root directory sometimes this is "/" or /public_html/" which corresponds to where your site's main index page is (server configuration varies, knowing where your index.php, index.html, or other index file is located is typically where your public root folder is)

One of the stark mistakes is having NO TITLE on the pages. This is the main line of text Google uses to compare keywords users search for to.
You will want a unique title for each page.
Having no meta tags is less important; however, these help hint to google what the page is about and is a factor. At a minimum, use the DESCRIPTION and KEYWORD name subtypes to help describe each page.

As soon as I get our visibility up, I'll have to find someone to setup a 'mobile' version of our site.

NerdofTech -- I have a beginning level of experience with Adobe Dreamweaver, but am led to believe that our website cannot be edited with this software. Hence.... I need to find someone who can 'tweak' the website to get it to work at it's optimum. ;)

HTTPS isn't a requirement but it is a factor in how Google ranks you now. It also legitimizes your ownership of the domain and secures your client's connection to your site (the factor that Google is most concerned with).
You mentioned that dreamweaver isn't viable to edit the site.
Does it have a CMS like wordpress or a web builder/SaaS like Wix where you must login to your site's admin panel to change things on your site?
I see that your CSS responsive framework is Twitter Bootstrap (common).
The more info you can provide the better, regarding how your site and server are configured.

I know what our web developer didn't use a web builder/SaaS like Wix .... there were no instructions on logging into our site as an admin to make changes to the website..... At some point I had asked if I could use DreamWeaver to make 'small' changes to the website and her response was that DreamWeaver wouldn't work. I always thought I'd have time to ask her about it...... she is no longer reachable.
Although we can get to our website from a SmartPhone... the 'Take A Payment' homeowner portal doesn't load properly. I'm sure that the 'Submit New File' from the managers portal probably wouldn't work either. This would be a separate project though.... our primary concern at the moment is becoming 'visible'.
Where would I create a 'Gig' request for bids? Unless you would like to take this on? :)

Regarding the non-redirecting 404 go to any subdirectory that does not exist e.g.
http --your site--/doesnotexist/
It will throw a 404 error of course, however, you will want your 404's to redirect to your index page or to a friendlier 404 error page; especially if you don't know which old links might be dead from your previous site heirarchy.

We are self hosting. Our web server is located in-house on a Dell server running Server 2016 Standard. Looks like the website files are *.aspx rather than *.html. I have access to our GoDaddy account which contains the SSL certificates we purchased. I had assumed they were installed on our web server.
I checked with Experts Exchange support and in lieu of Gigs, experts are now allowed to exchange direct contact info via profile "Message" buttons.
I don't see why the .aspx can't be altered by Dreamweaver. Personally, I would use a plain text editor like Notepadd++ to open/edit the files to keep the code the same without add-on code Dreamweaver will sometimes add. ASPX files are normally found on Windows servers. They are files with HTML and added server-side coding (usually a form of modern VB) opposed to .php (PHP) found commonly on *nix servers.
