The original server holding the role is offline. I also rebooted the server holding all FSMO roles. Still receive the same error. Any ideas??

Logon to target server with domain admins
Open command prompt as run as administrator and then try seize fsmo with ntdsutil
This is the best money I have ever spent. I cannot not tell you how many times these folks have saved my bacon. I learn so much from the contributors.

Ok
Try running cmd as system account and then try with ntdsutil
Use psexec tool for same

So what we did was actually use the GUI to seize the role and it worked. IN ADUC Right click and change infrastructure master roles and it prompted to Force Seize. very weird but it worked.
