Windows 10 can't go higher than 1024 x 768 resolution

Hi,
 We are testing out Windows 10 on our workstations.
  However we can't select higher display resolution higher than 1024 x 768, when we "update" the display driver on the "Microsoft Basic Display adapter" it shows that it is has the best driver installed.
 This is occurring on both of our HP model PCs: HP Compaq 8100 Elite Convertible Minitower PC and HP Compaq 8300 Elite Convertible Minitower PC

You can also contact HP Support for a better driver for your machine.
Have you tried the Intel and Nvidia based drivers from your link for the graphics card?  
It is possible that your system is running one of those two instead of the AMD?

For the 8300 same thing there could be a variation of drivers...Unfortunately we can't tell which version you have.  So you may have to try other ones outside of the AMD one.  There are ATI, Intel and Nvidia drivers here as well as the AMD.

What happens when you do try to install the AMD drivers?  Do you get an error message or some message of some sort?  What is that message?
