Issues with capturing a video + audio stream from a URL

I'm trying to capture the above minister's speech video with ATube_Catcher :
1. refer to attachment 1 : if I use this option, the captured wmv file could be
played back with it video fine but it's audio is simply a high-pitched &
sometimes noisy audio that we cant make anything out of it.  Above
URL plays fine (both audio & video) when played from browsers

2. if I use the Stream Catcher option, it requires WinPCap which when
installed caused the above video as well as all Youtube videos can't
be played at all on all browsers : had to deinstall WinPCap to recover

3. If I use VLC, see attachment 3,  it requires actual  avi/mp4  or video
file which above URL is not as only a portion of above URL is video

What else can I do: appreciate any freewares.  I'm not good with using
plug-ins, so a layman step by step instructions is needed.

I could use my phone / videocam  to record but this is not what I am
looking for

It appears this is video serves via HLS (true stream).

The only way I've found to consistently/correctly capture HLS video is by using - FireFox + Video DownloadHelper extension.

That said, best be clear about copyright law in your jurisdiction, to know if downloading this particular stream is legal.

Just running a simple test. Took around 30 seconds to download the highest quality version of this stream using FF + VDH.

No concern as government departments are downloading it;  it's not for profiteering.

By going to "the URL source on the webpage", we use ATube to capture or use what to download it?

Can share how you obtain the URL source on the webpage?

There is no download URL for HLS (true streaming) videos, there is only an endpoint (like 280.m3u8) you can connect to, then consume the stream... as the stream progresses... or produces data...

This is why an HLS consumer or some site running an HLS consumer is required for HLS streams.

You can also try this search...

site:github.com HLS download video

Which turns up many HLS downloader projects, if you'd like to run one of these yourself.

Thanks David.
Mind sharing a google drive or Dropbox of that video you've downloaded.
I have a bit of a struggle getting the Firefox Downloader plug-in installed

I've got that 280.m3u8 that MASQ provided, thanks.
Just curious how MASQ found that URL containing that file from the video URL I gave?
