What error are you getting?  Knowing only what you've posted I want to ask if the application on the APP Server is also 64 bit as the ODBC driver needs to be 32 or 64 bit based on the application, not necessarily the underlying server.

Please be more specific....

On DB server you have SQL 2014 SP 2.
Usually, You have to remove the SP 2.
Then install Install SP 1 first. Restart server they asked or not just restart the server.
Then download SQL 2014 SP 1 PATCH from below location.

https://support.microsoft.com/en-us/help/3135244/tls-1-2-support-for-microsoft-sql-server
Patch = https://support.microsoft.com/help/3130926
Then install SP 2.
Step by Step.

At client side. if you have windows SQL server Native client 2008 r2 then install
https://support.microsoft.com/en-us/hotfix/kbhotfix?kbnum=3098860&kbln=en-us

If you have windows SQL server native client 2012 then install.
https://www.microsoft.com/en-us/download/details.aspx?id=50402

Please be sure to disable TLS 1.0 on both app and DB. and Enable TLS 1.1 and TLS 1.2 on both servers.
If need help for enabling abnd disabling TLS entries do let me know.
