Your file data looks corrupted to me. I transferred the data to a new workbook and it works fine. I also tested CONCAT and TEXTJOIN. TEXTJOIN requires OFFICE 365.
In your workbook all the data is preceded by ', I tried deleting them and replacing using Find & Replace but could not remove them. Copying to a new workbook worked for me.

The formula didn't work because the column K is formatted as Text. To make it work, select whole column K and change number format to the General (as suggested by khobson) and then select cell K2, press F2 and hit Enter, the formula will calculate correctly. Then you can copy the formula down.
