Cannot Mount .dmg files on filevaulted mac - is there a work around?

Cannot mount .dmg file when filevault is turned on the macbook. Found this out when went to install Mojave to see what it features were before looking at updating the rest of our macs. But after downloading from the app store and trying to install  - it does get someway though and fails to install due to the filevault being on. I know it says here it needs to be turned off https://support.apple.com/en-il/HT208898 but i was wondering is there a setting that allows installation of .dmg files when filevault is turned on? (e.g. when you want to install a program that is not in .pkg or .app format.

This may relate to your other question about using non App Store apps.

Enable Preferences -> Security & Privacy -> Allow App Downloads -> Anywhere + drop a comment about whether this had any effect or not.
DMG files are not installers.  They are containers like ISO.  They can have installers that start when you open the DMG, but they should just be disk images.  If it's failing to mount, then it's likely corrupt or incomplete.  Try removing it and downloading it again.  Filevault should have nothing to do with the DMG being able to open.
Also post an exact error you're seeing.

This might provide additional information where people can provide better answers.

This copy of MAC OS Mojave application is damaged and cant be used to install mac os. This is after I have cleared it from the application folder and re-downloaded twice? Any ideas.
Download it from another Mac.  I've seen that issue pop up once before and I just downloaded from another Mac.  Maybe reset the SMC and PRAM on the system with the error.
