Runtime Error! Smartscreen.exe
I received this error: "Microsoft Visual C++ Runtime Library

Then there is an ok button to press to make the error go away.

Smart Screen is part of Windows Defender.
Make sure it is enabled

Then open Windows Defender and go to App and Browser Control. Make sure Smart Screen is ON.
Finally, Repair Edge. Start, Settings, Apps, scroll down for Microsoft Edge, Advanced and then both Reset and Repair.
When done, open cmd.exe with Run as Administrator and run:
SFC /SCANNOW. Allow to complete.
Now restart the computer and test.

That is suspicious. Based on Reflector on my computer that EXE is not a .NET application.

The suggestion from John did not resolve the problem. But thank you John.
I followed Shaun recommend but the files was not malware, but thank you for your input.
I notice that the problem only happens when Adobe Acrobat Standard XI is on the system, even if I remove it, the problem still re-appears.

Perhaps reinstall the runtime library and the restart the computer and test

I re-install the Microsoft Visual C++ but that did not resolve the problem.
I notice that the problem did not re-appear when updated the video card drivers.
