The DHCP service failed to see a directory server for authorization

I have one DC  with DHCP and DNS all in one. I am trying to connect a phone but it does not get an IP from the DHCP, Rebooted the server still getting (The DHCP service failed to see a directory server for authorization) error.

The phone (Cisco IP phone SPA 504G)  just sits on utilization network.
All other devices get IP and the lease time is set to 1 day.  It is when I try and add a new phone.

THE OBVIOUS first.  Have you tried a different phone on the same port?

Yes, tested it on my phone port and the same thing happens, looks like it will not accept new devices. Every device that currently has an IP lease will get a new lease but can't add a new one. And there is lots of spare IP on the DHCP server.
Can you run dcdiag and netdiag on the server and see if there are any issues it finds?
Does this error happen when computers are connected instead of phones?
Can you reset the phone back to factory.  Does the phone have any VLAN configured on it?

I have tried the reset but still not working and there are no VLANs configured.

Mac that already connected will get a DHCP lease renew, the same with Phoned.
On a computer that currently has a DHCP lease, can you run ipconfig /release and then ipconfig /renew? Does the computer get an IP address?

Are you still getting the "The DHCP service failed to see a directory server for authorization" error? If so, the DHCP server will not function. This error is indicative of an AD issue. If you are still getting that error, run dcdiag and netdiag on the server and see if there are any issues they find.
The dcdiag passes all the tests.
I run MAC so when I do a DHCP renew I get the same address
Have you checked and verified that AD Domain Services are working normally? Also check all of the services the DHCP service is dependent on. Those things may be the key to solving this.
