Unstructured data search for PHI or PCI data

What free options are available to scan/search unstructured data (file shares and exchange mailstores) for sensitive data like PHI or PCI data?

Most of better one has cost. Free can be limited and that is at best possible.

(Windows) Agent Ransack is a free software program for finding files on your PC or network drives. It is a ‘lite’ version of FileLocator Pro and is a free for both personal and commercial use.

It looks like File Locator Pro is only $60 or so. Would File Locator Pro be able to scan unstructured data for file content, data pattern matching of large file shares and exchange datastores/mailboxes etc.?

By far, it is still structure or at least it know the format of the file type. It can do regular expressions too but not into binary type (non textual) of search. That said if you have specific custom format, you can still do so as shared in below.
