Couple of starting points

1. What functions you want it to perform for your organization?
CRM Solutions can do range of things. There are solutions just for specific area of CRM - Sales/Service/Marketing and there are solutions which cater to all three and go above and beyond that.
2. How much resources (Money/Time) you want to invest?
There are solutions available for free and there are solutions which will cost you thousands of dollars per year - depending upon your requirements. Also if you buy an expensive CRM solution that does not guarantee that you / your organization will not have to invest time in it - time to customize/setup, configure, maintain and adapt is also a huge cost.
3. What are your expectations from setting up a CRM?
This one should not be taken lightly, Do you want your sales reporting on time? do you want to provide better service to your customers? or you want to do targeted marketing. This list can be very long. Prepare couple of points for yourself and then we can take this discussion further.

HubSpot is one of the best free/widely used/frequently updated CRM solutions available that also has paid modules/features. I believe its free for first 3-7 users and then you have to pay if you want more users to access it.
