Migrating my File server from windows 2012 to windows 2016 to enable Azure file sync

I want to Migrate a file server in my Network without any Downtime from a Windows server 2012 to a  windows 2016 server in the same domain.  The reason is because i need to backup the file server on azure using the Azure file sync which is only currently supported on windows 2012 R2 and Windows 2016.

I read about using robocopy to get the files moved to the other server before migrating the shares ? what do you think of doing  a robocopy . i am looking at files close to 1 TB.
Does robocopy keep the permissions? and should i move the file server to a DC or just a regular server. it is currently located on the DC. I have two DCs on the network
Robocopy can do it, but cannot copy files that are in use, so you will need multiple runs, the last few after hours to get everything across. It can be a bit of a pain. Then you need to ensure every client machine moves to the new share simultaneously.  Using DFS is MUCH smoother.
Moving 1TB of data how long will that take? and will there be any down time. Do you have any documentation on steps to do this ?

I understand that about back up. I just need the file server out of the physical 2012 server to the 2016 VM on prem. then i rather back that up. i want to retire the physical server.
All the other things I said also still apply. There is just no way to do what you want with *no* downtime due to what you have in place right now. Every option will have some sort of maintenance window and necessity to update mapped drives, shortcuts, etc.
