A couple of corrections needed here.

You can use the first link (Upgrade Windows 10) or the second link (which will Repair Windows)

The second link will also upgrade an existing Win10 install and also allow a download of the appropriate ISO's (both 32 and 64 bit) that the OP seems to want, it is not just for repairs.

This link above will be similar to the first answer here.

It's actually the exact same link
Total aside, windows 10 will never have "a lot" of updates. Due to the new cumulative uodate model, you'll always ever have a couple.

And media is only released with major builds. They don't uodate median with Just the latest cumulative update slipstreamed in. It'll be a new "version" of windows with major changes. And will still require the latest cumulative update after install.
Also aside, there were SIX cumulative updates just in September prior to the now-pulled V1809 update.
Point being though, they were still comulative.

If you installed 1709 today, from media in January, you'd have ONE (NOT SIX) cumulative updates.  Maybe a flash update. And likely one update for defender virus definition and the latest Malicious Software Removal Tool.

From release to the latest month, the above is generally true at *any* given point in time.  And is never rolled into newer media for that version.
