can't get 1 new user on an SBS 2011 domain set up on ios mail app. any advice?

on an sbs 2011 server, we created a new user - bob.

Trying to set up exchange on his new iphone in the native ios mail app.  On several different phones we get 'exchange account unable to verify account information'.

If we click ok, enter another (previously created) account (just change bob@domain.com to otheruser@domain.com and change the password, the email account works fine.

We read about making sure security inheritances are turned on in active directory users and computers.  
We deleted and recreated the user using the SBS wizard.
I created a user testtest@domain com with the sbs wizard.
that account set up fine in iOS mail app WTF!? : )

I used the same settings for the fields from other working phones (and again, I can setup the new testtest account on the iphone).

email is bob@domain.com
mail server is mail.domain.com
domain field i left blank
username is bob
password is his passowrd.

But we get that error.

I substitute bob with testtest and that password and it works.

Did this on 3 iphones - same results.

What am I missing!?

sorry, I didn't mention - I did compare an existing email account details to bob's.  Identical.

ANd as I was tying that first post, I created a test user and got the phone working with that address (so I knew what I was doing : )

Soon after, bob account started working.

Any advice / thoughts / comments - at least on an iphone, you enter the email address and password and we're still getting a page asking for server name, user name, domain, password again.  And username is the user on the domain, not the full email address.  Even if we choose manual or automatic, i think the other choice is.

I know on outlook 2016, it 'just works' - autodiscover sets things right up fine.  

Is it something on the server end or is it ios that it still needs that extra info / the 'let microsoft set things up' fails?

I keep thinking / trying to get them to move to office 365 hosted exchange.  That just works, for setup, right?
