Internet connected but browsers not working Windows 10

a user says there is some auto deletion of files she had on her windows 10 pc after doing a scan there is no virus or malware found. noticed that the browsers (google chrome, IE, edge) are not able to surf the net even though the wifi internet is connected. refer to some link like internet-connected-but-browsers-not-working-windows-10 however not able to resolve. Anyway to check if her pc is instead hacked by someone or the browsers issue is due to some system files that is non virus or malware related?

Run Ipconfig.   What IP address is being obtained?  169.254.xxx is the auto IP no connection.

Look in the Wireless Network Properties and make sure the network elements (especially Client for Microsoft Networks) are properly enabled where they should be.

Client for Microsoft Networks is enabled, it is getting 192.168.1.xx .. it can connect to the router login page

Try TCP/IP Reset.

Open cmd.exe with Run as Administrator
Then: netsh int ip reset c:\resetlog.txt
Then: ipconfig /flushdns

Restart and test.

tested the below doesn't work

realized seems like the malwarebytes 'web protection' when enabled is blocking it. after turning off this feature, somehow no problem in surfing. by right shouldn't have this issue as web protection turned on other pcs normally no issues. so not sure whether what issue on the pc causing this.

I would go :
right click on the network icon in the task bar and select open network settings
Then I would click on network and sharing center at the bottom.
then I would click on change adapter settings
I would click on properties for the network connection in use.
then I would click on IPv4 and press the properties button.

It will likely say:  obtain an IP address automatically.  and then down below say Obtain DNS server address automatically.  

If she has internet but isn't finding the DNS server, setting a fixed IP address down below will solve her internet problem.

I would recommend changing it to use the following DNS server address and put 9.9.9.9 in the Preferred DNS server, and leave the alternate DNS server blank, and then exit saving changes.

If she suddenly has a internet connection you have DNS issues (this is often the cause of internet problems) and you can leave it configured that way and it will always work when she has an active internet connection.

Alternatively you'll want to see there are other issues.

But always, with any IT issues, start with a  computer reboot :)

It is also worth noting that Microsoft has a scheduled task that runs each week.  It deletes dead links.  So if she only lost shortcuts that could explain how she lost a bunch of stuff without a virus.

If that isn't it I'd download and try the free version of Kaspersky.  They have always been ranked by independent antivirus rating firms as one of the top tier companies.  

Alternatively, you could test some files using https://www.virustotal.com/#/home/upload (This is a multi scanning service run by google that checks files on like 60+ virus scanners.

If you have good antivirus, turn off Malwarebytes real time and try with just one antivirus.

thanks for the suggestions, would test out some of the suggestion when next has access to the pc.
ScriptAddict, you mentioned Microsoft had a scheduled task that delete dead links, is there some links that talk about this feature?

I'm not sure if it still on windows 10.  I know they used to have them because it would delete links from users desktops and I'd have to rebuild them.  

However I recall it used to run each Sunday.  And I only see PerformRemediation on my win 10 machine that runs each Sunday.

The program that does this is is in the 'Task Scheduler' under the heading 'Diagnosis' and called simply 'Scheduled'.
