Whats is the best too for Web services Testing Tool?

Postman (https://www.getpostman.com/) has a free tier and is used extensively.
My preference is to use the curl command line tool.
The problem with online testers is debugging facilities. Using curl may seem crude + the big win is debugging info tends to be far richer.
Also... another big win... Most API testing tools can at times be slow or glitchy, so you may end up seeing odd API connections which really relate to your testing tool, rather than your API.
I prefer curl, so I always know the only problems I'm seeing are with the actual API system I'm developing, not some testing tool oddity.

In addition to PostMan, I use Fiddler to test REST apis. Whereas PostMan will only send/receive requests, Fiddler can act as a proxy and sniff traffic leaving your machine (from your .NET applications, your web browser(s), other applications, etc.). Don't get me wrong: PostMan is a fine tool, and I use that as well, but the proxy functionality of Fiddler is indispensable at times, especially when debugging WCF/SOAP services.
SoapUI is a nice tool also. I use that mainly when testing WCF/SOAP services.
