office 365, retention policy

i am trying to implement retention policy in my company.

all mailboxes are in 365.

users are asking me following questions.

1) we have E3 licensing so mailboxes have 100 gb of space , almost 80% of users have only 20 gb of data in their mailboxes.

they say it will take 5 yrs to fill, so why archive nad retention?

so what is the main reason i should implement retention policy, if i implement the same, even users who deleted the items can be preserved?

any example you could give

2) what if no retention policy, what is the negative effect it will carry on users or on organization?

3) how about CEO or directors who have habit of seeing emails in their inbox, once there mails are moved to archive, wont it be a problem for them?

4) how users will be benefited long term?
