Outlook 2013/16 Office 365 Room Calendar Permission Issues

My business is using Office 365 for its emails. We have setup a few room calendars via portal.office.com
In the business we have a mixture of Office 2010/13/16 Pro Plus users. The users that aren't room delegates and that use Office 2013/16 cant request a room booking, it gives them a permission denied error but the users using Office 2010 Pro Plus can so it's obviously a Office 2013/16 issue

I am yet to figure out why this is the case, any help would be appreciated

are you using Hybrid office 365 and Exchange Server 2010/13/16 ?

We are using the cloud based Office 365 Exchange Server
OK, so nothing is OnPremise?

The Office software is on premises, that's not cloud based. The only thing cloud based is the Office 365 Exchange Server which is purchase from the Telstra Marketplace

would you be able to share the NDR error message when the user tried to book the meeting?

There is no NDR. They open the shared calendar in outlook and try to book an appointment by double clicking on the time slot they want
The do get an error message that says - You don't have permission to create an entry within this folder.
That is correct, it is the issue that was clarified by Microsoft, that it is not working in that way anymore.

Microsoft has changed the default behaviour of Office 365 Mailbox & meeting room (as per Vasil Michev - Office 365 MVP clarification).

Why don't the users using Outlook 2010 have the same issue as the Outlook 2013/16?
