Problem syncing iPhone to iTunes

I run Windows 10 on my PC, and have the latest version of iTunes which I use to sync my Outlook to my iPhone 6 Plus.  A few days ago I got a new replacement phone (also a 6 Plus).  When I went to synchronize through iTunes the phone was found, and seemed to sync fine.  All of my Outlook changes were synced to the phone, but none of my Playlists or songs were.  I checked all the settings for iTunes (which were the same as what I've always used in the past), with the desired playlists marked for synchronizing.  I also checked the playlists in iTunes and all the songs were still there.  But after syncing none of the playlists or songs had synced.  I can't figure out why.  Can you help?

Hi,

  • Run iTunes and connect your iPhone, iPod, or iPad to your PC.
  • Once the iDevice appears in iTunes, click on it.
  • Next, click “Music” on the left. If iTunes says “iCloud Music Library is On”, turn it off. ...
  • Back to iTunes, make sure that the box next to “Sync Music” is checked.

Here is what I have when I go to the Music setting on my iPhone in iTunes (I don't see anywhere that talks about "iCloud Music Library"):
