not able to boot my vm machine in ESXi host 3.5

I am not able to start my VM on the host ESX i 3.5
I am able to browse the host though web browser and able to log in locally but not able to connect through the Vsphere to get admin control
Need to start a VM which is our DNS and Domain Controller.

i tired to run the VM in command prompt locally by using the command line and get this message
dynamicType= <unset>,
msg = "operation is not allowed.

Please help !!!

I think we have to start looking at

1. Building a new ESXi server.
2. Transferring the OLD VMs from the old server to the new server.

I am able to log in to the ESxi Server console through different computer, i am able to see all the virtual machines liosted in their, it was in the maintenace mode, so i took it off from the maintenace mode but i am still not able to power on the virtual machine. I do not want to build anohter ESXi server, I have extra dell power edge with Windows 2016 installed on it. Is there any way I can take this image onto that server?
Or can we see why is it not turning on?
