Trying to create a true read-only user in RabbitMQ console (3.5.6)

Hello.  I am currently running an old version of RabbitMQ (3.5.6) running on Windows 2008 R2, and yes - discussions around upgrade are on the table.

In the meantime, I am trying to setup users with 'management' permissions to have read-only access to production.  The problem is drilling down on queues, they are still able to delete/purge, can create, isn't there a way to completely make a read-only user?

I have referenced document, http://www.rabbitmq.com/access-control.html, and tried the syntax '^$' to try to limit access, but does not seem to work.  By setting the user as Management, it at least limits their access on the main overview page, but need to limit it more than that.

Not finding a lot of successful documents as most comments indicate that they did not include this in the design.  However; I'm hoping someone else may have figured out a good way to handle this.
