How to change login name at welcome screen for roaming user
The network is running on server 2012 r2. The users have roaming profiles. The work stations are windows 10.
One user has recently changed her name from Sarah Smith to Sarah Jones. I have changed the name on the user profile in AD, and access to the files has stayed the same. The only challenges so far is the "welcome screen" during the work station login. The login still welcomes Sarah Smith.
How do I change the login to reflect Sarah Jones.

You didn't change all occurrences of the last name within the user object. Just take another look. It will be the user display name, I guess.
As @McKnife mentions, go through the user's AD object in Active Directory Users & Computers to make sure all instances of the surname have been changed. Also, make sure same when looking at the AD object before Right Click --> Properties. Right click and Rename there too.
NOTE: User's C:\Users\%Username% profile folder names will _not_ change. Only new sign-ons will carry the new name. And, in Outlook the same rule applies if their SMTP (default) address was changed. Outlook will still reflect the previous though outbound e-mail will be branded FROM correctly.

I have renamed the user on the opening page of AD Users and Computers
Under General on the properties page both the last name and Display name are changed to the correct names
The account only uses the first name, so there was no change there c:\users\%username%
The name in the Security Group is correct
I am at a loss, so short of removing the profile and recreating the entire profile, we will probably learn to live with it.
Any further thoughts would be appreciated

There are two DCs. The changes made to the user replicated to the second DC. I even removed the display name on both, and re-entered the correct name. There was no change at the logon screen after several restarts
Please describe "at the logon screen". Do you mean what is displayed when logging on or what is displayed as "last user name to select from" before logging on.

What is displayed as logging on - has welcome and displays the wrong name.
I have no idea. I would take a rest user and do tests. Change its display name and confirm that it really gas an effect.

It finally worked!!! It just took a couple of days to work its way to the computer
Fine. Rest assured that changing the display name ought to work instantly.
