chrome DCOM error how to fix

Have been getting this on all workstations.

The machine-default permission settings do not grant Local Activation permission for the COM Server application with CLSID
{9BA05972-F6A8-11CF-A442-00A0C90A8F39}
 and APPID
{9BA05972-F6A8-11CF-A442-00A0C90A8F39}
 to the user 92NDSTY\lkrotman SID (S-1-5-21-1946247470-735590240-313593124-13693) from address LocalHost (Using LRPC) running in the application container Unavailable SID (Unavailable). This security permission can be modified using the Component Services administrative tool.

the APP ID is Rutimenbroker but the error pops up every time the user uses Chrome (web browser)

I have taken ownership of the registry keys - gone into DCOM -
Launch and activation
- gave local / remove activation access to local administrators, domain administrators, the user, myself, network service, local service, system. authenticated users, even the everyone group and nothing.

Problem still continues. I'm at a loss to what can be done now to stop this error from happening

Both of your DCOM errors are so common that I have come to ignore them as I don't think that modifying the permissions, especially in the registry, is a good idea.  Sooner or later, someone will launch an attack designed to utilize those permission changes.
You might want to check the Chrome manifest file though. Read this:
