Exchange 2013 - 554 5.6.1 Messages of type message/partial are not supported (in reply to end of DATA command)]

An end-user has scanned in an email from a UPS store, it was split into several messages. It makes it through Proofpoint, then to our internal anti spam appliance Mailgate. Mailgate tried to deliver it to Exchange but Exchange seems to be rejecting it. I don’t think it’s the size but here is the message on Mailgate:

Any ideas?

Any server since Exchange 2007 will reject it (security/spam related issues). Have the scanner disable this function (obviously the UPS store IT technician has to do that first before you scan again). If not, use the USB function of the scanner, and you use the file on the USB to send the email yourself.
This is by design

Your best best is to check the scanner if it is splitting it @ a specific message size, turn it off

Can you direct me to any documentation from MS that states this? I actually have a case open with MS and the guy didn't know about this.
