Trying to create a simple image with a transparent background

I have an image that sits on a white background. I created it in MS Paint, and cannot convert it to have a transparent background. I have some questisons.

1. I am looking to purchase or download an image editor which can easily allow me to create images with transparent backgrounds. Can someone recommend software which would be easy to use to create transparent backgrounds? I don't want photoshop with it's expensive yearly licensing fee. Also I downloaded Gimp about 10 years ago and it was extremely buggy. I can pay for a product but don't want to be hooked into a yearly fee.

2. Can someone do me a favor and convert my image to have  a clear background? The image is a simple circle with a yellow arc section at the top of the circle.

i use GIMP:

here is a GIMP article i wrote on this subject - Image with Transparent Background with The GIMP Software

you can also accomplish this using paint.net
In MSPaint look for how to export your image, transforming all white to a transparent alpha channel + then locate this as the bottom most layer of your image.

If you export as a transparent .png file + choose white as your transparency color, MSPaint will likely do all the work for you.
@David

i can't seem to find these options in MSPaint!

only 'Save as...'
I recommend the current version of GIMP also.  I suspect a lot has changed in 10 years.

@brgdotnet

i beg to differ. please open the 2 files in an image editor that SUPPORTS transparency and you will see that the background is transparentUser generated image
just sayin', please call me Paul OR Mr. Sauvé
Me. Sauce Sir. I am using the image for a game I am making. My other images with transparent back grounds work correctly. The one I downloaded from you has a white back ground when displayed. I will try again tho evening and will let you know. Thanks.
