I'm looking for an inexpensive application to Monitor up / down status of my Firewall. So far, the products I've found work inside the network and send an Email if a problem is detected.

you can configure the zabbix agent in a PC so that it can monitor the Internet connection, such as periodically ping to google.com
If the ISP goes down, the PC cannot access google.com, zabbix will send you a notification email

I do recommend Nagios or Zabbix, they have flexibility to monitor anything you want. Zabbix is a powerfull tool.
You can enable SMS channel for notification. Check other resources:

Thanks for the reply.
It looks like this software is installed inside the network. If the Firewall Fails, ISP goes down etc, I would not get email correct?
