How does RegisterSod work in Sharepoint?

I just have a question about RegisterSod.  I am seeing this in the pages code in the head and was wondering how it works in sharepoint 2013.  The example is below:

SoD is Script on demand, RegisterSOD means it "Might" utilise the script, not it will use it.
