Hello I have a Mac running high Sierra that will not join this network. I am getting this message.  wifi has the self assigned ip address 169.254.148.201 and will not be able to connect to the internet. I have remove the wifi connection, cleared the access point keychain, removed these files from the System Configuration folder

com.apple.airport.preferences.plist

com.apple.network.identification.plist

NetworkInterfaces.plist

any suggestions?

Can that system join other wireless networks without issue? Do other systems work fine on that wireless network? You may also want to check whether there are any sort of other checks going on with the router or network itself.

I just connected it to another wifi connection no problem so I guess this problem is only tied to this network. I am assuming I must be leaving a key chain that needs to be deleted
yes I just connected my other two laptops one Mac and other chrome os and my cell phone to this network no problem. both mac's are running the same high Sierra but one keeps self assigning it self a ip address of 169.254.17.59 and will not be able to connect to the internet. Very fustrating
You should try to clear out anything related to that wireless network. However, you should also check to see whether there are any issues involving the network you're having issue on as well.
I took the system offsite to work on.   I just reloaded the system but not a full format drive and reload the reload that leaves all of the data. I am thinking this is not going to fix the system due to the system saved the access point information here in my office.  Any suggestion on if I should just do a full back up and reload or did this refresh is enough?
Has the system been having other issues?
no, I formatted and reloaded high Sierra and the system is doing the same thing. I've taken it to other networks and new networks and it joins without a problem
