Adobe Acrobat Standard/Pro DC and Internet Explorer Tools Missing

I have several Windows 10 computers with either Adobe Acrobat Standard or Professional DC installed (Volume Licenses).  When I open any pdf with Acrobat, I can see all the tools on the right side.  If I open the same document or any other document via an Internet browser (IE), the only tools displayed are Comment and Fill & Sign.  I spent two hours on the phone with Adobe Support yesterday trying to explain this issue even though they could actually see the issue via a remote session.  There was a significant language barrier that I did not want to deal with.  So the call was a complete waste of time.  

So what I am saying is if I view any file within IE, I only see two tools: comment and fill & Sign.  If I download the same file to the computer and open it up via acrobat I see all the tools. I looked over all Acrobat settings and they appear fine, but I am still stumped as to why not all the basic adobe tools appear.

My computer is Windows 10 Pro Version 1809, Acrobat Pro DC Version 2019. Other machine is same except Reader DC Version 2019.

With either machine with Edge (not IE), when I click on a web PDF, it offers me the chance to Open or Save. When I Open, that opens Adobe (either machine) and the file and all the Tools are there.

I am not sure how much longer IE will last. Can you try with Edge and try the way I suggested above?  

I realize after reading your post and reflecting a bit, that I have not opened a PDF inline in a browser, but I also recall it was the weak sibling to the real Adobe.

Thanks for your feedback John, I tried Edge and it was a no go.  I do not believe Adobe plug-ins work with Edge.  Instead of viewing the document within the Edge browser, it displayed a black screen.  

We use a custom .NET application that uses a browser for the front end, preferably IE, and it would be nice if we could modify pdfs within the browser without needing to save and download the file to open it up directly within Acrobat.  That's just too many steps.
I do not use any plug-ins and that may be the issue.

So user should save the file and then open. More steps, yes, but it will work that way. OR, live with a reduced tool set if they can.

Each user deals with hundreds of documents per day, so saving each file to modify it, then then uploading it back is not efficient and problematic at best.  Thanks for your input though.
You may need to adjust your source so it works.

Then, IE goes away, and Edge is what will be used, then it may not even be possible unless Adobe adapts.
