Different browsers have different formats for storing.

Same browser and different machines:   copy the bookmark folder from one machine to the other

You can Sync Edge favorites with Windows 10 Sync your settings

I used XMarks back in the day but seems it was discontinued. Here are 5 alternatives

Or use a link collection on a central webservice you own like nextcloud. There you can collect links (and possibly share them out to others as well).

I use LinkStash to have a central bookmark file for a local machine.  Covers all the browsers I use but can be finicky to setup (can't remember if Chrome or Firefox was the problem).
