Stubborn Workflows Keep Running After Status of Complete

Trouble with workflows that don't want to terminate.  I have workflows using the 2013 template that show completed, but still are in the running list.  I've looked at PowerShell and a C# console application to terminate them.

I haven't found a C# snippet that works nor a PowerShell snippet.

I also need this functionality for 2010 template workflows.

Any advice on all this would be appreciated.

I have not yet come across that situation.  I think that the scripts on this page could be modded to target a particular workflow.

The URL talks about 2010 workflows not 2013.  In my description, I mentioned that my Workflow is using the SharePoint 2013 template.
There is a web app scoped timer job Titled "Workflow Auto Cleanup"  Here is the description:

Deletes tasks and workflow instances which have been marked complete longer than the expiration specified in the workflow association.

The default setting seems to be incorrect, you can run the Timer Job and see if that helps your situation.
