Document in bucket made public - access still denied.

Have an S3 bucket. I have made a file in this public. In fact I have made it public twice.. However access is still denied. Why would that be?

Go to the permissions tab and check that everyone has access to it in the public section.
Also make sure that you have set your bucket for static website hosting in the bucket propreties
Also check that in the VPC ACL there is no explicit rule blocking your machine address to access the S3 instance

@Omar Soudani - have done that. @Michel Sakr - under Permissions/Public access settings All 4 options are marked as False e.g. Manage public access control lists (ACLs). Static web hosting is set to disabled and when when I go into it , I have 3 options: Use this bucket to host a website/Redirect request/Disable website hosting.  Which one should I choose?  What is the VPC ACL? Can't see anything in my list that corresponds to that acronym? Thanks as always.

Update to both of you - changed the settings to public, made the actual documents public again and that worked..thank you!!
