Cannot install RDS on Server 2016
RDS install on Server 2016 fails, reboots and then cannot remote into server. Error is "Failed: Unable to install RD Connection Broker role server on server 'Server'". We have tried Quick Start and Standard deployments and they both fail the same way. Have to remove partially installed RDS role to be able to RDP into server.

The only fix I can see is to format server , reinstall OS, install all latest updates from Microsoft live update and then try to install roles again
I suggest the 2 below solutions:
First :
Ran services.msc and went down to the Windows Internal Database Service and went into properties and changed the logged on properties to the domain admin and restarted service. Gave it minute and the services ended up installing.
Second:
We've encountered this Error since one week after some disscussions with microsoft:
we've enebled the FIPS by GPO and i'll be able to install RDS:
Setting the FIPS Configuration Property
To enable FIPS mode in the client operating system, you can use a Windows group policy setting or a Windows Registry setting for the client computer.
To use the group policy setting, open the Group Policy Editor, navigate to Computer Configuration\Windows Settings\Security Settings\Local Policies\Security Options, and enable the System cryptography: Use FIPS compliant algorithms for encryption, hashing, and signing setting.
To use the Windows Registry, go to HKLM\System\CurrentControl

Removed Role, rebooted and installed Role successfully.
