The only fix I can see is to format server , reinstall OS, install all latest updates from Microsoft live update and then try to install roles again

I suggest the 2 below solutions: <br />
<b>First :</b><br />
&nbsp;Ran services.msc and went down to the Windows Internal Database Service and went into properties and changed the logged on properties to the domain admin and restarted service. Gave it minute and the services ended up installing.<br />
<b>Second:</b><br />
We've encountered this Error since one week after some disscussions with microsoft: <br />
we've enebled the FIPS by GPO and i'll be able to install RDS:<br />
Setting the FIPS Configuration Property<br />
To enable FIPS mode in the client operating system, you can use a Windows group policy setting or a Windows Registry setting for the client computer.<br />

To use the group policy setting, open the Group Policy Editor, navigate to Computer Configuration\Windows Settings\Security Settings\Local Policies\Security Options, and enable the System cryptography: Use FIPS compliant algorithms for encryption, hashing, and signing setting.<br />

To use the Windows Registry, go to HKLM\System\CurrentControl<wbr />Set\Contro<wbr />l\Lsa\Fips<wbr />AlgorithmP<wbr />olicy\Enab<wbr />led and set Enabled to 1.<br />

The full GUI install operates similarly to windows 10's "Long Term Servicing Branch" (LTSB) model with cumulative security updates.

Windows Server 2016 has also shifted from a per-processor-and-CAL licensing model to a per-core-and CAL licensing model. This brings Windows Server's licensing more in line with Microsoft's other products and makes hybrid-cloud license planning easier as well.
