This is a complex request, and I do not have any experience doing that on Linux, so I can only give generic advice.

You need to make sure routing is happening properly between all participants. If you are not able to change routing on the other sites (which I assume you can't), you'll need to NAT your incoming client traffic to the server's dynamic OpenVPN client IP.

If that is being managed, you need to push the appropriate routes to the (dial-in) clients, assuming they do not use the OpenVPN server as default gateway. This requires to set up the corresponding push "route ip.add.re.ss n.et.ma.sk" lines into the server config.

you need to push the additional route to the client.
add an extra push route command. the gateway is the vpn server.
the server will relay the packets through the second VPN
make sure the remote endpoint has the proper return route or use source nat on the server
