when openeing a file a message says that the file is already open or you do not have permission

A user gets the message attached when they try and open an excel file (not sure if this is the same with Word) in Outlook.  When they "preview" the file everything then opens fine.  This also has been happening sometimes when they open a file from within documents.

What happens if you drag and drop the attachment to the desktop does it open now?
Take a look at this Microsoft article https://support.microsoft.com/en-us/help/817878/attachments-remain-in-the-outlook-secure-temporary-file-folder-when-yo regarding how Outlook saves files to the Temporary Internet File folder in the path below.

Is MS Office fully patched?
On a side note if you hit "Alt+Print Screen" it will only print out the active window. This way you would only print this
User generated imageRather then all the content in the other image. You can also type Snip and a snipping tool is available.

Download the file from the mail. Try to rename  and open it. Try it and share the result.
